New digital infrastructure promotes high-quality development

In recent years, the construction of new digital infrastructure in China has been accelerating. Compared with traditional infrastructure, digital new infrastructure is not only a new foundation to promote high-quality development, but also a new investment to promote high-quality development and a new starting point to promote the modernization of governance system.

Li Ying, Dean of the school of emergency management science and engineering of the University of Chinese Academy of Sciences, said at the forum that the development of digital economy must have corresponding infrastructure as the foundation and guarantee. At present, China is entering a new stage of digital economy marked by digital productivity. The material carrier for people's survival and development is gradually changing from traditional facilities to digital facilities.

"New infrastructure is a new increment of China's economy. Facing the challenges of increasing downward pressure on the economy, declining marginal effect of traditional infrastructure investment and declining industrial penetration, promoting the construction of new digital infrastructure is an effective way for China to hedge the impact of the epidemic, optimize the investment structure and stimulate economic growth." Li Ying said.

Li Ying believes that various big data applications based on the new digital infrastructure will greatly enhance the ability of government departments to implement accurate policies. At ordinary times, they can timely and effectively solve the pain points of personnel flow in the industrial chain, the blocking points of logistics and transportation, the breakpoints of cash flow of small and medium-sized enterprises, and the bottlenecks in raw material supply, so as to drive talent flow, material flow The efficient circulation of capital flow and technology flow will effectively improve the level of public services and the ability of social governance.

Promote the innovation and development of cloud computing industry

Cloud computing is a new business form of the information industry. It has attracted much attention in recent years and is considered to be a key means for the innovation and development of the information industry in the future. Meanwhile, the Ministry of industry and information technology and other departments have also issued a series of regulations, standards and relevant policies in recent years to promote the development of cloud computing industry.

Wen Ku, vice president and Secretary General of China Communication Standardization Association, said at the forum that in recent years, with the guidance of national policies and the joint efforts of the industry, China's cloud computing has made positive progress, but there is still a certain gap compared with developed countries, and the industrial development has a long way to go.

Wen Ku believes that China's future development of cloud computing industry should be improved from the following five aspects.

First, increase technological innovation. In depth research and development of cloud operating system, focus on the compatibility of heterogeneous systems, actively develop cloud native technology, improve the flexibility of platform architecture and the high-speed iteration ability of application development, focus on strengthening the all-round collaborative technology of cloud, network and edge, and improve the ability of cloud network edge integration.

Second, speed up the formulation of standards. Focusing on the cutting-edge technologies of cloud computing, such as resource monitoring, security assurance, multi cloud interconnection, application and data traction, cloud implementation scheme, service quality and performance detection, accelerate the formulation of key and urgently needed technologies, services and application standards.

Third, enrich the industrial ecology. Cloud service providers should cooperate with relevant parties in the industrial chain such as application service providers, system integrators, infrastructure providers and cloud management service providers to continuously expand service content.

Fourth, improve security. According to the core issues of public cloud and data security, enhance the security construction level of cloud platform, improve the quality of cloud service, improve the security management mechanism of cloud platform, establish and improve the cloud security service ecology, strengthen resource sharing and complementary advantages, and improve the guarantee ability of cloud security.

Fifth, promote energy conservation and emission reduction. Strengthen the research on carbon peaking and carbon neutralization in the field of cloud computing, formulate accounting methods for cloud services and related carbon emissions as soon as possible, encourage cloud service providers to actively carry out research on cloud service low-carbon technology and innovation, and further use cloud computing technology to enable enterprises and the whole society to save energy and reduce carbon.
